Rename 'scheduling'?
Assign different priorities (or implementation schedules?) to urgent vs. important (what thinking-trap includes this?). Timeliness arguably isn't an aspect of consequences (risk management: probability qv); it's an aspect of solution scheduling. 'Important' = high consequences; 'urgent' = need to act quickly to mitigate consequences. Note that a problem with solutions that are slow to take effect (eg, GW) can be urgent even though the consequences are still a long way off.
Dynamic methods for managing uncertainty (probability qv, option-generation qv) don't necessarily require immediate action. However, actions to detect scenario development (and the need for adaptation) may need implementation ASAP. Flexibility (which is most useful in uncertainty) is increased by deferring implementation if possible.
Could also manage adaptation qv as ongoing use of project-management. All considerations of when to do actions could be project management.
Action implementation timing could be represented in systems-thinking qv model as input variables. This would allow optimisation qv to determine best schedule. Or this could be deferred to project-management qv.
Deferring action while leaning more about system behaviour can be optimal (for a while) when we don't know much about the system. Some ongoing exploration is optimal when the system can change. Christian and Griffiths, pp.32ff. Premature action can be detrimental.
Explore (gathering knowledge) need not stop when actions (exploit) starts, esp if adaption may be needed.
We need to balance the advantage of deferring exploit actions with the disadvantage of delaying actions until it's too late for them to be effective.
Why do some people use alcohol, drugs, binge eating, distraction, etc, to mask negative emotions caused by dissatisfaction?[BW] It indicates a decision to make the emotion go away by chemical means rather than by solving the problem to the extent possible, which shows the influence of emotion on priorities. Maybe the priority, or objective function, is to make the unpleasant emotion go away rather than to solve the problem that causes the emotion. It may also relate to a ring-of-responsibility (problem-assessment qv) issue: feeling bad about something that the individual can't change to the extent desired. Looking at the issue backwards: if the decision is alcohol, then the problem being tackled is that of feeling bad (ie, emotion).
